[TF2][Feature Request] Use unused Machina reload sounds

There are custom reload sounds for the Machina in the game files that are currently unused. It would be nice if they were used since I think it fits better with the railgun motif than the current bolt action sounds.

This would also fit very nicely with the shooting star as it sounds quite silly for a futuristic weapon's reload sound to be that of a standard bolt action sound.
