[Portal, Windows, Localization] Switching localization does not switch the subtitles language

Switching the game localization via the in-game menu or via steam does not affect the subtitles language. Specifically I've changed the localization to Spanish and am still seeing English subtitles. This was tested with and without the "Steam cloud" option for the game in Steam. Verifying the game files does not affect this. Reinstalling the game does not affect this. I've deleted the save and cfg folders before reinstalling. Manually changing cc_lang via console or autoexec.cfg is the only thing that works - so currently this needs to be done following a language change.
