Symptoms

Game drops framerate, soemtimes downt o the 40s in certain moments regardless of settings, and the usage metrics do not suggest a CPU or GPU bound situation. This feels like a repeat of a problem with the developer's previous release, Persona 3 Reload, that had the same drops until a Proton patch was issued and is now buttery smooth. Playing, it feels like its the same again.

Reproduction

Play the game with unlocked framerate until you run into a drop area. The Mansion in the begining is one, I think its because of the reflections, because frames drop when they appear, like the blue lanterns in Reload pre patch Certain fights also drop frames a lot, especially when some visual effects are triggered.

Seconding this as I was about to open a thread as well. I made a thread with DXVK as I thought it could've been due to that but it seems like a Proton issue this time as Windows-based systems do not have this issue. It definitely seems like any area with noticeable reflections this issue happens. In the first cutscene and battle. Battles in general will drop it but other than that it's fairly smooth in the overworld. It seems like a similar P3 Reload issue but different engine (UE 4 vs Unity). Could be similar to Soul Hackers 2's initial issues. so not sure what's up here, honestly.

I too have this issue on desktop and sd, always into the 40s when reflections are around and reported it to the linux gaming dev discord steam deck channel before, can confirm it is definitely not a dxvk issue.
