When I used the option Compatibility Mode with (GE-Proton (Flatpak)), this error is fixed, but valve anti cheat system do not allow play.

Another duplicate of this: https://github.com/ValveSoftware/Dota-2/issues/3225

There is a workaround to make Dota use Xwayland again by adding a command line option to launch. SDL_VIDEO_DRIVER=x11 %command%

Well, I am testing "SDL_VIDEO_DRIVER=x11 %command%" in low priority games (5 games, thank you again valve), for now looks like problems was solved.

... But if the solution was too simple, then this team Steam in Linux is being abandoned? I mean, if the solution was too simple, why they did not do nothing?

I can confirm, such command work.

I hope Valve take serious Gnu Linux.
