Mouse doesn't stay locked to window when alt tabbing (Linux)

This does not seem to affect Proton games, those lock the mouse even after alt tabbing. However with Dota 2, if I press the Windows key, I can sucessfully select other applications and go back to the window most of the time without issue.
However when alt tabbing and right clicking on a panel behind the window, the mouse does not successfully relock to the window.
Once this occurs, the only way to relock the mouse is to restart the game.
Toggling dota_mouse_window_lock does not do anything.
Is this in a multi-monitor configuration?
I just did a fresh install of Linux Mint 22.1 Cinnamon and set up two monitors, and the behavior I'm seeing is that once I'm in a game, the Windows key does not let me select other applications, and Alt-Tab will minimize the game, but once I click on it in the task bar it comes back up and the mouse is locked to the window.
Did I miss a step in the repro case?
