[Linux] "Dashboard maximum frames per second" is broken, GPU goes crazy in dashboard

Please describe your issue in as much detail as possible:

In Options / Video : "Dashboard maximum frames per second" has been broken (inactive) for months. I hope it will be back someday.

Steps for reproducing this issue:

  1. Open Dota2
  2. In Options / Video, set "Dashboard maximum frames per second" to 60
  3. Despite that, GPU goes crazy, trying to push unlimited fps

Workaround : as soon as you start Dota2, go watch a live game. Fortunately, the other setting ("Maximum fps allowed") still works in-game.
