Stuttering during gameplay (FPS drop + sound breaking)

Please describe your issue in as much detail as possible:

During gameplay, the game completely stutters, moves like a slideshow. Reconnecting does not seem to fix it. THE FPS counters usually drops from like 50+ to 20 and it keeps going up and down really fast. The sound also starts breaking. When I open the debug terminal, I see lots of the following lines getting printed (100+)

It seems like some gameplay effects trigger this. It happens every few games but not in all of them, but usually a majority of them. I tried changing audio devices in the dota in-game settings or completely turning it off, that did not help.
