Vulkan rot/sandstorm/solar guardian causes horrible frame times

Please describe your issue in as much detail as possible:

Certain effects seem to use an abnormal amount of GPU processing and cause significant frame time trouble. This only happens in Vulkan for me, not on OpenGL. This has happened for many versions of Dota 2 and Nvidia drivers, for at least half a year. Shaders completely pre-compiled and cached, doesn't help.

I made a video showing the problem: https://youtu.be/Gneob_S06zY (unlisted) However, in a video of course the fame time problems are smoothed out, so you can only really see it in the frame-time graph in the top-left for the most part.

One interesting thing is that these effects are gradually decreasing performance the closer the camera center gets to them. If the effect is in the corner of the screen, there is almost no issue at all. If it's center and zoomed in (although the latter generally causes worse performance for me), it's the worst.

Steps for reproducing this issue:

  1. Have any hero in sight use Rot, Sandstorm or Solar Guardian
  2. See GPU usage and frame times spike, making it very unpleasant to play

I just retested it in OpenGL and Rot and Sandstorm cause no frame time issues at all.

However Solar Guardian is actually waaay worse in OpenGL than Vulkan.

+, i use OpenSuse (1050ti, ryzen 3600x) with Nvidia 515.65.01 driver. HUGE fps drop, from 120 to 25 and settings on vulkan doesn't even make it more smooth. And yeah, solar guardian it's really laggy on opengl, so it's little unplayable, i think

The new Void arcana Chronosphere is the worst fps drop I've seen in years, sadly. :(

It latest version pudge's rot doesn't beat fps that much. Thank you, valve!

Not for me. GPU usage still goes up to 90-100% when rot is activated under Vulkan. (from ~27% without rot on)

Experiencing it while in Chronosphere on my laptop dx11 i7-8550U nvidia 150mx. Tried different settings with no luck.
