Steps for reproducing this issue:

Sometimes some elements in dota menu have glitches like in the screenshot... $It starts after 1 match when I go back to menu. It is not there at the start.

I can confirm that issue, it even happens in game. Usually the light effect for outpost is one of the first to get affected by this. It might be related to switching between in game and the main menu, even without finishing/start a new match.

E: Also this is not a new issue, it has been around for months.

E2: I also have the same graphics card, so that could be related.

You are running a beta nvidia driver I think.

It isn't driver version specific, I also talked to someone using amd who have the same issue.

I think it's a vulkan-only bug that was introduced months ago.

Confirmed. In OpenGL its not the case
