Tp anywhere floats into ground

I'm currently making a pack with the valkyrien skies mod and have a server set up for the pack. Whenever a player teleports to another player or another location they tend to start floating underground. I tried the mod on it's own with /rtp command and teleported, but that doesn't cause the bug. It only happens when there are lots of mods that cause some chunk load.

same problem, but I'm not sure VS triggered this bug using vs with spongeforge, and I turned off any options relating to something about "disable moved wrongly" in sponge's config
