Rudders not working

Rudders present a turn animation when using the wheel but don't actually turn the ship/vehicle. Here is a link to the screenshot: https://imgur.com/tjSOkQt

rudders won't do anything if you're not moving forward; they modify the airflow's direction.

No they are not working, I have a small airship (5x7) with the bare essentials, and four of the largest sizes Rudders, and while they turn in animation, they do not turn the ship. At slow, half, or full speeds. It will start to for a moment, then it just will not any more, despite continuing to turn the wheel.

Can easily confirm they don't work whatsoever, making airships entirely useless.
