Legion Go passthrough setting not respected when device is booted with Joy Cons detached

Describe the bug Reported on Discord by: ModdyMall, undhmn

Every time the go powered on and the HC is started the touchpad passthrough will automatically be OFF (it will still show its ON in the software). Joycons must be OUT on system and hc startup.

To Reproduce Steps to reproduce the behavior:

1. Have HC configured to start on boot of device
2. Disconnect joycons
3. Boot system, wait until HC has started
4. Passthrough setting does not function, even though it set to on in HC

Expected behavior Passthrough to be applied
