To Reproduce Steps to reproduce the behavior:

1. Wake up or power-on device with joycons attached.

Expected behavior Joycons should power up and be connected, they should not connect/disconnect/connect/disconnect/connect...

Not a bug. The physical controllers need to be restarted, possibly multiple times so the Virtual controller can be put into slot 1.

@markmarino how many times does this connect reconnect happen maximum in a row? Does it stop after 3 times? While it's doing this can you check HC Controller page? As @MSeys mentioned it is most likely simply the Controller Manager setting the controller to slot 1.
