HC Global TDP control values not saved when started as off

Observed while testing.

Steps to reproduce.

Set global TDP value to say 13 and 13 set TDP slider to off Reboot device, do not start HC or Ayaspace after boot Check with RTSS/HWInfo64 CPU Total package power in Watt with a game that needs sufficient power. Note TDP goes to ~16 W (Ayaneo 2021 Pro) Start HC, wait a few seconds, TDP goes to 15 Open quicktools, note TDP control is disabled Enable TDP control, values are defaults from the device configuration, 15 and 20.
