Handle Steam starting before HC situation better

Observed while providing support to people using HC in combination with Steam.

Uncheck Extended Xbox support Steam is already running prior to HC, causing read/write conflicts on directories and or gamepad.

Looks like I'll be implementing an internal process to check if Steam is running while service is starting and warn user and also check if this settings is enabled and warn user again :p
