Multiple virtual controllers

Describe the bug Multiple virtual controllers are listed (ie more then 1) on the Main GUI Controller page, in some cases they also take slots. In Windows's app Game Controllers it shows multiple controllers. Worst case you have to remove Vigem through Vigems own installer (Not Windows remove program) and reinstall it.

Initial investigation reveleaded it could be related to the Per Profile virtual controller type in combination with the Controller manager function.

To Reproduce Steps to reproduce the behavior:

1. Disconnect virtual controller.
2. Unhide physical.
3. Reconnect virtual controller.
4. That's with "controller management" and "hide controller on connect" enabled. Controllers are attached, on Legion Go (if that makes a difference).
