Main GUI Layout page is empty when no controller is connected

Describe the bug On the profile layout page tabs, there are no configuration options when there is no physical controller connected to the device running HC.

To Reproduce Steps to reproduce the behavior:

1. Install and use HC on a computer with no physical controller i.e. a laptop or desktop
2. Open HC, navigate to a profile, layout page
3. Tabs are present, layouts cannot be adjusted

Expected behavior Since it's only adjusting settings, I don't see why these can't be adjusted when no controller is present. Although the configuration is controller dependent.
