This is a Windows 11 bug. I think it was fixed in 24H2.
@Andrew-J-Larson On 23H2 I'm experiencing the same issue. Even with the dark mode titlebar style.
The light/normal titlebar style isn't affected.

No, it's the default Windows theme. It works with the normal checkbox and radio button, but it doesn't work with these dark mode styled ones that Notepad++ uses. 
@WinExperiments ~I tried it, but it doesn't work. The dark mode checkboxes and radiobuttons are still blue when Notepad++'s theme is set to dark.~ Nevermind, it works
