Unsigned `valec` won't execute on a base macOS 12+ install

I know this isn't specifically your issue, but if we can get the signing issue resolved, it would open up a barrier of entry for those of us on macs. It can be worked around by building the compiler locally, but I'm willing to assist, if possible, in getting it so the binary is executable upon installation. Getting this done would be a step towards ease of installation using package managers down the road.

I'm on MacOS 12.5. For me it was sufficient to allow valec and backend in Security & Privacy.

Unfortunately, this isn't something you can necessarily do on a managed device. Just being signed is enough for some policies.
