Allows to disable accounting

Changes

• New config option to be able to disable accounting was added
• It also updates README to better match the Github formatting
• It also adds Github action which builds and publishes a new release whenever new tag is created

Why?

Some RADIUS servers do not support accounting and will hang forever if contacted on accounting port, e.g. JumpCloud RADIUS-as-a-service so we need to have an option to disable contacting the RADIUS service for accounting
