Provide a facility to check for upgrade for the software

This ticket is to provide in the user-interface a facility to check for upgrades, notifying end-user of a new version and displaying changelog

GoodbyeDPI is a piece of a huge anti-blocking bundle which consists of DNSCrypt, ReQrypt, GoodbyeDPI, patched 1-hop Tor and a GUI, which is not ready yet. I think about GoodbyeDPI as a part of this bundle, so I don't think it needs GUI.

@ValdikSS ah cool, what's the name of the anti-blocking bundle? I means, is it too opensource or yet to be released?

I didn't think about the name yet. Yes, it's going to be open source and would be released in a month or so.

Update checks are probably for future GUI, not for a console/service application.
