#1132 Added warning when attempting to set NVC `--exit-severity` via `nvc.sim_flags`

Resolves #1132.

I'm open to any feedback or changes required to get this merged.

Makes sense to me (but I do not have any say). One may consider to change the warning message a bit to more explicitly say "use config.vhdl_assert_stop_level instead" (which I guess is the easiest way to obtain what you want, right?).
