Version mismatch between V8 binary and snapshot

I have Win7x64 with installed Opera, Chromium, previous VSCodium, maybe other clumsy "chromium-based" apps presented too. I installed latest 1.61.2 (w/o updates) MSI file and when I tried to start VSC (from Explorer), I see NOTHING. So problem #1: even if your program encountered problem, you must show error dialog (GUI) to say user about problem.

Only when I guessed to start VSC from the command line, I see this error:

Version mismatch between V8 binary and snapshot.

Sorry, what rubbish is that??? who is v8, what is snapshot in terms of VSC and why I should worry about some mismatch? This is ugliest message about error, giving me ZERO understanding WHAT happen and how I can FIX it. Also pay attention on characters before "d7.8.279.23-electron.0" - obvious rubbish nobody needs to see.
