Open File/Folder doesn't remember previous directory, nor does it respect File -> Dialog -> Default Path Setting

Describe the bug Opening a file/folder always defaults to my user's home. It does not ever load the last used directory by vscodium, nor does it respect the path set in Files -> Dialog -> Default Path

Please confirm that this problem is VSCodium-specific I don't have standard VSC to compare with unfortunately

Please confirm that the issue/resolution isn't already documented I haven't been able to find it as a previous issue

To Reproduce Steps to reproduce the behavior:

1. Attempt to open a file
2. Get presented with user's home directory instead of appropriate directory
3. ???
4. Profit

Expected behavior I would expect the default behavior to remember the last used directory and work from there as a starting point for the file open dialog. I would certainly expect the "Default Path" option to do what it is explicitly designed to do. Screenshots
