Suggest adding “nrformats” settings

Is your feature request related to a problem? Please describe. When I want to change the decimal number "07" to "08", pressing ctrl+a changes it to "010", this is because vim recognizes 07 as octal and I want to use ":set nrformats-=octal" to temporarily unrecognize octal, however, it display the unknown option :nrformats.

Describe the solution you'd like The nrformats option can be used
