Ability to Mark Toggles as Local Only to Save Parameter Space

Description This feature request aims to introduce a new functionality for toggles, specifically marking them as "Local Only." The intention is to differentiate this from the existing "Separate Local State" feature. "Local Only" toggles would generate parameters that are not synchronized across users, preserving parameter space especially beneficial for wheel slider toggles.

Use Case and Benefits The primary use case for this feature is within animations for visual adjustments such as min/max brightness, shadow strength, color changes, and other similar parameters that are typically only relevant to photo taking.
