Changeed vip local address not communicated to agents installed on the platform.

If the user runs the platform with the --vip-local-address option agents will not be able to connect to the platform.

We need to set VOLTTRON_VIP_ADDR in the environment used to start the agent.

Currently we just derive it everywhere from VOLTTRON_HOME. We could simply remove the --vip-local-address option as no one seems to use it.

Using --vip-local-address would also appear to break volttron-ctl.
