Conflicting Control Agents lead to undetermined behaviors

Describe the bug Trying to run multiple command line tools that interact with the control connection result in non-deterministic errors

To Reproduce Try to run vctl install from two different terminal sessions, check vctl auth list and the agent directories for consistent keypairs

Expected behavior Should fail cleanly, vctl install should clean up agent directories if any of the automatic auth or config store methods fail
