Illustrate and explain how the VOLTTRON code works. How do you go from starting the agent to starting a platform, etc.

Check if all agents have a README explaining what the agent does and how it interacts with the platform, prerequisites, and configurations. Also add a generic readthedocs page that explains agent/platform interaction in general. All agent readme should have link to volttron-setup, volttron agent development, and vctl commands pages in readthedocs
