Core Services Documentation

The following core service agents need documentation under http://volttron.readthedocs.io/en/develop/core_services/service_agents/index.html

https://github.com/VOLTTRON/volttron/tree/develop/docs/source/core_services/service_agents is where the documentation is generated from however only a fraction of what is there is showing up. So we need to make sure that the documentation that is there works properly.

Should create documentation for External Data and SysMon agent. DataMover agent already has documentation under historians. Add a link/include to this under service agents.
