Add support for WebAuthn/FIDO2 for local accounts

Is your feature request related to a problem? Please describe. While OIDC providers such as Keycloak support FIDO2 various multi-factor authentication methods, local accounts only support TOTP.

Describe the solution you'd like Users can add security keys as an additional authentication factor.

Additional context I'm not sure whether it's fully supported from desktop apps. IIRC documentation was lacking in the NuGet packages, and according to Microsoft documentation only Windows is supported.
