JCenter is shutting down: migrate to Maven Central

Please upload the library to Maven Central. Jcenter is shutting down.

Roughly there are two things that will need to be done:

1. Change publishing pipeline to upload new library versions to Maven Central
2. Migrate all existing artifacts to Maven Central.
