Release/deploy automation

Additional Context

Mainly python tools for release bump workflows; without a good tool, that leans towards bash scripts for release/deployment.

For now, something like mk-release.sh => simple release.yml for github => ppa-deploy.sh where the scripts require a gpg signing step (includes how-to-release.rst).
