How to change the placement of the tags or add new tags in the middle of the .resx file? How to move tags around? Just an ability to move one row up or down manually. And an ability to add a row in the middle of the table.

Don't know whether I understand your question. The grid is sorted alphabetically.

Sometimes the user just needs to put in 10 seconds of effort. I would mark this as Wont Fix and move on. The tool saves huge amounts of time and people like me appreciate it as it is. I hope you know that it is greatly appreciated (much better than the days of using notepad++ with copy and paste in the resx xml files!).
