[FEATURE] Make metadata available within institute before publication

Researchers at an institute using Yoda cannot search through all metadata regardless of access to folders. Therefore, they cannot discover what colleagues in other departments are working on and whether cooperation possibilities exist. As an institute I want my researchers to be able to search through metadata regardless of the folders that they have access to. (I have received this feature request on multiple occasions)

Describe the solution you'd like

As an institute I want my researchers to be able to search through metadata regardless of the folders that they have access to or not. I do want researchers to be able to have the option to make their metadata institutionally available by for example having an extra metadata field next to the data package access, perhaps something like institutional access metadata field - yes or no. If researcher chooses 'yes', then that metadata should be discoverable within the institution without having the metadata published (just accessible within that institution only). This would be somewhat similar to institutional git instances that can make a repo available publicly (sort of Yoda publication equivalent), privately (kinda currently the case in Yoda), or available to all employees within the institute (not available in Yoda now).

Describe alternatives you've considered

Publishing metadata and using doi versoning when changes are required. That does put off some people to immediately publish what they are doing before they actually made a journal publication. Having metadata available to all researchers within an institute can help to increase cooperation between researchers working on the same topic / data.

Thanks for your feature request.

This is also a topic we are working on in one of the DCC calls (WUR is represented there). I will follow up when we have something of a design.

@lwesterhof is the DCC call topic about integration with CRIS? If so, I don't think that is related.
