Github component integration

It would be nice to integrate agents with Github PR pipelines as a <Github> component.

You register a Github application, perform the oauth flow to connect your repos, and the agent can then use the Github API to pull details and get event notifications.

We might separate the read-only part from the writable part (e.g. commenting on PRs).
