PSISI burst connecting ts_mux to sink_worker

Connecting the ts_mux to a file sink wrapped in a sink_worker causes a delay in allocating the encapsulator's ubuf_mgr. In the resulting TS file the very first (2 or 3) PSISI signalling are collapsed in consecutive packets. Easily reproducible modifying upipe_ts_test.c
