split admin.dat in roles.dat and users.dat

Currently, a single file contains all the authorization stuff. Splitting it in 2 files, one for groups, and another for players would make things easier to manage in my opinion, as the groups one could be versioned and synced between instances or server owners, without being full of irrelevant informations.
