IBC 3.17 seems to be needed for v10.22 gateway

Describe the bug The latest branch is using IBC 3.16 with Gateway 10.22. In may case it fails to login, while with the 'stable' brunch it works well. According to IBC this is a known issue and fixed in 3.17:

To Reproduce Install the latest branch and try to use it.

Can confirm that updating ENV IBC_VERSION to 3.17.0 resolves the issue.

it's an upgrade to IBC3.18

it includes new enviroment variables to suport restart funcionality
