[Feature Request] IPC

Implementing an IPC to expose any actions that are set to be re-targeted would be very helpful for discovering conflicts between Reaction and any other plugins that similarly re-target actions.

I imagine that a list of Action IDs that are at the top of an active stack, or appear within a stack for certain targets, would be the bulk of what is needed, but also perhaps just a boolean of whether All Actions, All Harmful Actions, or All Beneficial Actions are included in an active stack.
