Update table comments on the active database

The comments on the table columns are not up to date with the comments in the code See https://github.com/Ifsttar/NoiseCapture/blob/master/onomap-geoserver/geoserver/src/test/resources/org/noise_planet/noisecapturegs/inith2.sql and the active NoiseCapture database.
