PDF Viewer doesn't show ToC

Current behavior:

With a mixed content collection, one collection containing images and the other PDFs. The PDF viewer doesn't show the ToC, so there is no way of knowing there are other resources.

Expected behavior:

The ToC should show on both the PDF Viewer and Image Viewer panels.

The same problem exists in [email protected] Any suggestions, how to include pdf and images using IIIF presentataion 3 API? My current manifest containing three canvases with pdf, image and txt file respectively looks like this
