Universal Viewer UI Overhaul

This PR is a work in progress, introducing major UI updates to the UV. Changes and some discussion points are detailed below and feedback is appreciated!

Key changes:

• Moved the search and page go-to buttons to the left side of the header, with all other configurable options now on the right instead of in the footer.
• Search is now an icon that opens a search bar on click, and the page go-to is simplified, with an icon which opens a page selection dialogue.
• The gallery, one-up, and two-up icons have been moved out of the header and into the centre panel, similar to the image adjustment and previous/next page icons. The one/two-up option is now a toggle.
• Replaced all PNG icons with SVGs, except the help button (still PNG for now).
• The header and footer have been made narrower.

Known issue:

• There’s currently a display issue with search results since narrowing the footer. Keeping the footer full-size looked disproportionate otherwise. This will be irrelevant soon anyway as the footer will be completely removed when the new search panel is introduced after the annotations changes we are currently working on are complete.

Other notes:

• Old footer icons remain in code but are disabled in config.
• These changes are desktop-only; the mobile UI is unaffected.
• For the existing centre panel buttons, we thought they looked better with no black background but this may be an accessibility issue - for now we left the image adjustment controls without the black background and the image toggle / gallery button with it for comparison.
• The gallery button placement may need revisiting — once opened, it can’t be clicked again to close the gallery so you have to use the close button at the top instead, but it felt more logical for now to move it with the toggle button. The gallery UI could also benefit from a future redesign discussion.
