Fix 2 page mode for non-paged items

Even when something is not "paged" the user should be able to switch to 2-page mode - currently broken.

BL items in bound volumes are set as unpaged IIRC e.g. https://access.bl.uk/item/viewer/ark:/81055/vdc_100022589096.0x000002#?cv=331&c=0&m=0&s=0&xywh=-1896%2C-182%2C5769%2C3623

I just closed #225, which seems to be a duplicate of this, in which @edsilv says: "The user should always be able to toggle between one up and two up states. Should default to what is specified in the manifest."
