Tag-popup

Is it possible to e.g create a gallery of items, which will all act as tag/label so that, when a user selects an item everything that is annotated will be assigned to this tag/label? Once the user selects a different item it starts over. Would putting an event listener into each icon that sets the state do this? I 'm not the biggest fan of interrupting the user flow with opening a pop-up after each annotation. Thank you for your help and insight.
