Update NumPy to the latest stable release

This pull request updates the numpy to the latest stable release. The current main branch lists a numpy version that is not compatible with Python 3.10 and results in an error when installing mlagents.

I see you changed https://github.com/Unity-Technologies/ml-agents/tree/develop/ml-agents-envs/setup.py

but also I think the change is needed in https://github.com/Unity-Technologies/ml-agents/tree/develop/ml-agents/setup.py
