[BUG]: Cannot input device with high latency network

Environment

* OS: MacOs (14.4.1 (23E224)
* Unity version: Unity 2023.3.22
* Graphics API: DirectX11
* Browser: Google Chrome Version 125.0.6422.142

Steps To Reproduce

videoplayer.js Why should we delay here, could we check the status like isPeerConnected, isIceConnection, isUnityCommandChannel, isUnityInputChannel? in case of poor network or with high latency, the input device will not be submit to Client so I can't control. Do you think so ?
