Cable test from NAV

On some devices it is possible to test a cable from the switch itself. This is also doable using SNMP. Implement support for this.

(Some) vendors may take the interface down when running a cable test. There must be adequate warnings in the UI before initiating such a test.

The functionality might best be suited as an action button in the port details page.
