Increase frequency of sysUpTime checks

The sysUpTime value of devices should be collected more often, and if coldStarts are detected, a complete collection run should be triggered.

If a box has coldstarted, it could be because it was software-upgraded and manually rebooted. NAV's status detection system will most likely not detect the short blip of downtime a rebooting device incurs; the correct software versions and uptime will not be collected until the regularly scheduled time, which could be up to 6 hours after the reboot took place.
