When queueing incidents for sending notifications, have a toggle for rechecking whether they are still relevant

NAV has this.
From the time an incident has been put on the queue for sending notifications until it is sent, two things may have happened:
- A filter/notificationprofile that fits the incident may have been changed by the owner to no longer fit
- For instance an open incident may have been closed, and the filter only wants open incidents
Whether we should support handling this is open for discussion, whether the two should be handled the same way is also open for discussion.
As in NAV's alert profiles, when configuring a subscription to queue notifications for a set time, there is a toggle to ignore incidents that have been resolved by the time the queue contents are dispatched (e.g. "I want to be notified about everything that happened during the weekend" vs. "I only want to know what happened during the weekend if it is still unresolved")
